Kamala came to this world on October 20, 1964. His birthplace is Oakland, California, United States. She is the daughter of immigrants. Mother – Shyamala Gopalan, a breast cancer researcher, immigrated to the United States from India. Father – Donald J. Harris, professor of economics at Stanford University, originally from Jamaica. She graduated from Howard University and received her JD from UCLA Hastings College Law.
From 1990 to 1998, Harris served as the Deputy District Attorney for Alameda County, California. Harris says she wanted a career in law enforcement because she wanted to be “at the decision table.” In 2000, San Francisco’s newly elected city attorney, Louise Rennie, invited Harris to her office, where she became the head of the Community and Neighborhood Division, which oversees civil enforcement matters. In 2003, she was elected District Attorney of San Francisco, a position from 2004 to 2011. Got attention when she refused to demand the death penalty for David Hill, who is accused of the murder of police officer Isaac Espinoza. California Senators Barbara Boxer and Diane Feinstein and then Attorney General Bill Lockyer condemned her decision, and Oakland Mayor Jerry Brown initiated an abuse of power investigation, but no irregularities were found in Harris’ actions.
Criminal Justice Reform
In 2004, as District Attorney, Harris launched the Back On Track Initiative, a re-entry program for convicts. The participants in the initiative (nonviolent offenders, convicted for the first time, whose crimes are not related to weapons or gangs) plead guilty in exchange for a delay in punishment and regular reporting by the judge for one year. Participants who were able to obtain the equivalent of a certificate, maintain a stable job, attend parenthood lessons and pass drug tests, were cleared of the history of delinquency.
As the San Francisco District Attorney, Harris established a dedicated hate crime investigation team that specifically dealt with hate crimes against LGBT children and adolescents in schools. She convened a national conference to tackle the “gay transgender panic” attributed to violent hate crimes. Harris supported gay marriage in California.
During Harris’ tenure as the San Francisco District Attorney, the overall punishment rate for crimes rose from 52% in 2003 to 67% in 2006, the highest in a decade; the penalty rate for murder was 85%, and for the drug trade rose from 56% in 2003 to 74% in 2006. Although these statistics only take into account court decisions, Harris has also closed many cases through plea agreements. On November 2, 2008, Harris announced her candidacy for California’s Attorney General. Both United States Senators from California, Dayan Feinstein and Barbara Boxer, and House Speaker Nancy Pelosi, supported Harris during the Democratic primaries. On June 8, 2010, she won 33.6% of the vote, defeating Alberto Torrico (who received 15.6% of the vote) and Chris Kelly (15.5%). In 2010, she was elected attorney general of California and took the oath of office on January 3, 2011, becoming the first ever representative of the African American and South Asian communities, as well as the first woman in this position. On November 4, 2014 she was re-elected for a second term. After the refusal of re-election in 2016, US Senator from California Barbara Boxer Harris took part in the struggle for the vacant seat among 34 applicants. California’s system calls for direct election to the two most-voted candidates in the cross-party primaries, and in June 2016, two Democrats, she and Loretta Sanchez, won the primary in June 2016, knocking Republicans out of the race for the first time early on. At the end of February 2016, the California Democratic Party at its convention endorsed Harris’ candidacy with 78% of the vote – 18% more than the 60% needed to secure support. Gov. Jerry Brown endorsed Harris on May 23. On July 19, Harris was supported by President Barack Obama and Vice President Joe Biden. In the November 2016 election, Harris won 62% of the vote and defeated Sanchez in all but four constituencies. After her victory, Harris pledged to protect immigrants from the policies of newly elected President Donald Trump. Harris was considered the main contender and potential leader in the Democratic primary.
